Redesign when the underlying structure, platform, brand or journey no longer supports the business. Improve the existing site when the core system is sound and the main problems can be isolated. A short diagnostic is usually more useful than assuming a rebuild is necessary.
Choose the platform based on who will maintain it, what content and integrations it needs, expected scale, performance requirements and total ownership cost. The “best” CMS in isolation is less important than the right fit for the operating model.
